Prof. Samuel Luboga

Rev. Prof. Dr. Samuel Luboga is a distinguished Ugandan medical doctor, academic, and Anglican priest, recognized for his extensive contributions to medical education, public service, and leadership in Uganda Prof. Luboga holds multiple degrees from Makerere University, including a Bachelor of Medicine and Surgery (MBChB), a Master of Medicine in Surgery (M.Med), a Diploma in Health Administration, and a PhD in Anatomy. His academic tenure at Makerere University spans several decades, during which he served as Head of the Anatomy Department (1986–1995), Deputy Dean of the Faculty of Medicine (2000–2007), and Acting Director of Quality Assurance (2009–2010). He also led the Makerere University/Yale University Collaboration (MUYU) in 2011.

Public Service and Leadership

In 2010, Prof. Luboga was appointed Chairman of the Board of Directors at Mildmay Uganda, a leading health services organization. He also serves as Executive Director of Sustainable Leadership Ltd. In 2018, he was appointed Chairperson of Uganda’s Education Service Commission (ESC) and was reappointed for a second term in November 2023. During his tenure, he has emphasized combating corruption in education and improving recruitment and validation of teaching staff across the country.

Religious and Community Engagement

Ordained as an Anglican priest in 2007 under the Namirembe Diocese, Prof. Luboga integrates his faith with his professional endeavors. He is the founding chairman and technical advisor of St. Stephen’s Hospital in Mpererwe and has been affiliated with the University of Washington School of Medicine as an Associate Professor of Family Medicine since 2007.

Research and Publications

Prof. Luboga has authored over 60 peer-reviewed publications, primarily in anatomy, medical education, and health systems. His work is widely cited, reflecting his significant impact on academic and health policy circles.

Public Engagements

Beyond academia and public service, Prof. Luboga actively participates in public discourse on family and societal values. He has delivered talks such as “Positive In-Law Relations” and “Contending for the Family,”
